Where are the immigration programs for skilled and talented professionals in 2025?

Talent—and skill-based residency permit programs can be for professionals or entrepreneurs; these solutions differ significantly. In some countries, governments have launched immigration programs to fill labour shortages. In other countries, like Portugal, the government needs younger entrepreneurs with the talent to create new jobs and bring new knowledge.

Portugal has a popular Golden Visa Program as well.
However, the new Global Talent programme is overshadowing the success of the Portugal Golden Visa programme. Tech entrepreneurs, from content creators to serious start-up founders, are moving to Portugal under this solution.
The UAE Golden Visa has a similar role. It aims to attract global filmmakers, social media influencers, and digital storytellers to live and work in the Emirates for up to ten years without a sponsor.

These residency programs are not digital nomad visas; their aim is different. Countries encourage Digital Nomads to live there for a year or two and spend their money there. These talent schemes from Portugal and the UAE aim to attract people who create jobs and pay taxes.

Now, let's look at those immigration programs whose mission is to provide the destination country with a suitable, highly skilled workforce to fill skills gaps.

Australia: The Skilled Migration Program is designed to fill skill shortages and includes pathways like the Skilled Independent Visa and Employer-Sponsored Visas.

Canada: The Express Entry system allows skilled workers to apply for permanent residency through programs like the Federal Skilled Worker Program.

Germany: The Skilled Immigration Act facilitates the entry of qualified professionals, especially in fields like IT, engineering, and healthcare.

United Kingdom: The Skilled Worker Visa aims for professionals in high-demand sectors like healthcare and education.

Japan: The Highly-Skilled Professionals Program offers incentives like fast-tracked residency for individuals with specialized skills.
