Montenegro picked the Official Due Diligence Providers for its Citizenship by Investment Program

A Canadian and a UK based due diligence firm become the official service providers of the Montenegrin Citizenship by Investment Programme after the two rounds of the selection process.

In March 2019, the government of Montenegro rejected all applying due diligence companies. During the second round, the Secretariat for Special Projects received eleven correctly filled applications. 

According to the Secretariat's statement, the following 11 firms submitted their applications:

  • REFINITIV LIMITED, UK
  • BISHOPS SERVICES LLC, USA
  • PKF Savvides & Co. Limited, Cyprus
  • Harod Associates Limited, UK
  • S-RM Intelligence and Risk Consulting LTD, UK
  • ARTEMON DOO, MONTENEGRO
  • BDO USA LLP, USA
  • CORPORATE RESOLUTIONS INC, USA
  • MICUNOVIC AND PARTNERS OAD, MONTENEGRO
  • EXIGER CANADA INC, CANADA
  • GLOBAL SOURCE CONSULTING, CYPRUS


"Based on Section 1.2. Amending the Public Invitation, the opening of the submitted applications took place on April 8, 2019, at the premises of the Secretariat.


By reviewing the submitted applications, the Secretariat for Development Projects assessed that applications that met the requirements of that Decision and the Public Invitation arrived from the following candidates:

  • S-RM Intelligence and Risk Consulting LTD, UK
  • EXIGER Canada Inc, Canada"
