Revenue from Dominica's citizenship by investment programme supported the construction of 32 affordable and weather-resistant homes as part of the nation's "Housing Revolution". The project contains the development of 5,000 new houses for the residents of Dominica. 

Erica, a deadly tropical storm hit Dominica in 2015, it was equally dangerous as the devastating Hurricane David in 1979. The torrential rain caused tremendous floodings and landslides. Over a thousand households were left homeless and 23 percent of the population, 16,000 people, suffered a direct impact of the storm.  

Hurricane Maria arrived in 2017, and the Category 5 storm destroyed 23,500 houses in the island nation, representing ninety per cent of the homes in Dominica and killed more than 30 people. Housing Dominica is the government's program to reconstruct the homes. The revenues from Dominica Citizenship by Investment Programme finance all housing projects fully.

Dominica launched the citizenship by investment programme in 1993, and voted number one by the Financial Times' Professional Wealth Magazin, for its "due diligence, affordability, efficiency and commitment to integrity".

The Commonwealth of Dominica offers one of the most attractive and affordable citizenship by investment programme. Dominican passport holders can enter 137 countries visa-free including the European countries in the Schengen Area and the UK. Applicants can obtain the passport after a two months-long process.

Foreign investors can obtain the citizenship of Dominica under two options. They can make a direct contribution of 100,000 USD in the case of a single investor. A family of four people must contribute 200,000 USD for the naturalisation. The other option is to purchase residential real estate in Dominica. The minimum amount of investment is 200,000 USD; there are additional legal fees for the legal service and for the family members to qualify. After the successful immigration process, the Dominican citizen must keep the real estate for three years.
