Previously, during summer, the official Russian News Agency (TASS) reported that Russia endorsed the visa waiver agreement with the Caribbean Commonwealth of Dominica. The citizens of both countries can enter in the other jurisdiction, including the holders of diplomatic, service and regular passports. They can stay up to 90 days in any 180 days period. According to the Twitter account of the Russian UN Mission, Sergey Lavrov and Francine Baron foreign ministers met on the sidelines of the UN General Assembly in New York in September and signed "the Treaty on the fundamentals of relations between the two countries and the Agreement for waiving visa formalities in the mutual travel of citizens." Now, experts are waiting to increase the value of the Dominican passports. From the countries with citizenship by investment programmes, like Grenada, St Kitts, Moldova, and Vanuatu still have passports with visa waiver with Russia. The most valuable passports of Malta and Cyprus do not allow the holders to visit Russia without a visa. Dominica's passport is ranked on the 38th place (Panama 35th and Peru is the 38th.) in the Henley and partners Passport Index. It shares the same rank with Guatemala and El Salvador; their citizens have visa-free access to 137 countries. Dominica's citizenship by investment programme also allows visa-free access to the Schengen and EC countries. The Caribbean island nation does not introduce physical residency time limits, and there are no income, wealth or inheritance taxes. According to its new naturalisation process, the applicants do not have to go through an interview. Moreover, the whole immigration process takes only two months. There are two investment options to obtain citizenship. The contribution option requires a donation of 100,000 USD in the case of a single primary applicant, and the amount is 200,000 for a family of four. The other option is investing in real estate, the minimum amount of investment is 200,000 USD.
