It was also funded by the Dominica citizenship by investment programme.
Holders of the Dominican passport can travel in 127 countries visa-free, including the Caribbean and Commonwealth countries, and the Schengen Zone. There are no income, wealth or inheritance taxes and the process of obtaining the citizenship is only two months.
